Roslyn is a highly qualified and experienced senior government executive, with a career spanning over 25 years of progressively responsible positions. She is an excellent communicator with ability to build relationships across diverse groups.
Roslyn oversees community outreach and public involvement activities and manages the Project New Ground office for the City of Jacksonville’s ash remediation program. Her efforts have increased resident and stakeholder awareness of and fostered understanding resulting in the willingness of residents to allow the remediation of their property.
Roslyn received seven consecutive leadership appointments in the administration of three Jacksonville Mayors. During her tenure with the City of Jacksonville, she identified funding sources for numerous departments and recommended the optimal course of action to garner positive economic impact.
Roslyn served as a policy advisor to the Mayor with shared responsibility for effectively communicating policy and initiatives to diverse groups. She also functioned as an ombudsman within government to ensure city departments and programs are coordinated and consistent in the delivery of services that are well communicated to eligible constituencies. Over the years, Roslyn has successfully built and maintained relationships with key stakeholders in Jacksonville in both the private and public sectors.
She easily understands complex municipal issues and is adept at building consensus among business leaders, elected officials, community leaders and members aligning these groups to share in a common vision. She is an adept communicator with expertise in facilitating public forums.
While working with the Downtown Development Authority and later the JEDC Roslyn was key player in negotiation of redevelopment agreement that resulted in the construction of the Jacksonville Landing. She holds a bachelors degree in Accounting, from FSU as well as an Executive MBA from JU.

Hester Clark is the visionary Owner and President of Hester Group, an 8(a) Woman Owned Small Business serving government agencies and private corporations. Hester Group provides marketing, strategic communications, program management and professional support services.
From humble beginnings in 1998 as a home-based public relations business, the firm has grown to include offices in Jacksonville, Florida and Washington DC with more than 40 employees.
Over the last 15 years, Clark has solidified the success of her company through innovation, positioning Hester Group as one of the leading multi-cultural strategic communications firms in Florida. Based on the changing needs of the communications industry and the needs of her clients, Clark defined a niche and added services to her portfolio such as program management and professional support services in the government sector. Her vision transcended a traditional advertising agency model, allowing the firm to increase profits while maintaining the highest level of client satisfaction.
Hester Group has grown exponentially over the last few years, landing multi-year, multi-million dollar contracts with the FDA, USDA, Department of Commerce, and Department of Defense.
Clark has been featured or mentioned in several publications as a Woman Owned Small Business, including The Wall Street Journal, Washington Post, Forbes, Black Enterprise, and The Jacksonville Business Journal. American Express OPEN recognized Clark as the Woman Government Contractor of the Year, 2011.
Clark attended Old Dominion University in Norfolk Virginia. She earned a Bachelor of Arts degree in Communication from California State University, Stanislaus, and a Master of Education at Wayne State University in Detroit, Michigan. Clark completed the Executive Education Program at Tuck School of Business at Dartmouth College.
Clark is the proud mother of two young adults who are graduates of Hampton University and Howard University.
